The Establishment of the National Examinations Council of Tanzania (NECTA)
Tanzania Mainland left the East African Examinations Council (EAEC) in 1971 in order to carry out its own exams. In 1970, Zanzibar had already left the EAEC. Tanzania had previously taken part in the Cambridge Local Examinations Syndicate-only Secondary School Examinations from 1968 to 1971, which were jointly overseen by the East African Syndicate. The School Certificate and Higher School Certificate Examinations were two of these tests. The School Certificate Examinations were first administered to African students in 1947, and the Higher School Certificate Examinations followed in 1960.
The Parliamentary Act No. 21 of 1973 established the National Examinations Council of Tanzania (NECTA) to oversee and manage the administration of all national examinations and assessments in Tanzania. All exams were administered by the Curriculum and Examinations Section of the Ministry of Education prior to the establishment of NECTA.
The first employees of NECTA were hired in 1972 and 1976. Mr. P. P. Gandye, who joined in 1972 and was appointed Executive Secretary in 1994, was one of them. More employees were hired as NECTA’s operations grew and its headquarters relocated from the Ministry of Education Headquarters to Kijitonyama, close to Mwenge. At the moment, NECTA has about 340 employees.
